  • Thailand’s USD 646mn economy is Southeast Asia’s second largest and among the most industrialized in the region. Thailand’s GDP growth is forecasted to decelerate to about 4.5% in 2013 from 5.7% in 2012. We expect investment to continue driving growth, but the demand surge from post-flood reconstruction in 2012 should decline significantly. Weak external demand from Europe, the United States, and Japan will cause Thai exports to remain sluggish in the first half of 2013. Moreover, Thailand’s relatively high exposure and trade linkages to China make it vulnerable to China’s expected slowdown next year. Domestic private consumption, however, will be supported by a sizable minimum wage increase and subsidies aimed at supporting disposable income. Investment will continue to be the main driver of growth while the export sector will gradually improve with the global economy.
    Prime Minister Yingluck Shinawatra’s 18 months in office have been remarkably stable so far. Yingluck’s skilled stewardship of the Thai economy through natural and economic crises has improved her political clout. She is poised to continue to leverage her international diplomatic relationships and domestic political clout to push her populist economic policies in a delicate yet relatively stable political environment.
    Nevertheless, a number of looming political issues lie ahead for the Yingluck administration in 2013. First, Yingluck is likely to avoid taking significant steps to pardon her brother, former Prime Minister Thaksin Shinawatra, through a controversial constitutional amendment or a more likely but distant proposal for “reconciliation”. Second, charges against former Prime Minister and Democrat Party leader Abhisit Vejjajiva for the killing of red-shirt protesters in April/May 2010 could become a hot-button issue and spark civil strife irrespective of the nominal prospects for a prosecution case leading to a verdict against Abhisit. Third, Yingluck is anticipated to assuage nationalism that may be aroused with the International Court of Justice’s (ICJ) ruling on the Preah Vihear Temple that will hold final oral hearings in April. Yingluck’s warm relations with the Cambodian government could avert conflict and pave the way for a peaceful resolution. The judicious management of these imminent controversies will test Yingluck’s ability to exercise domestic influence, garner investor confidence and consolidate the rapid gains of her administration and political party.
